Regular GST vs composition: a small-business guide

Compare eligibility, tax collection, input credit, documents and compliance before choosing a GST scheme.

The quick answer

Regular GST and composition are different compliance arrangements. A regular taxpayer normally issues a tax invoice for taxable supplies and considers eligible input tax credit. A composition taxpayer follows the prescribed bill-of-supply treatment and cannot collect GST separately from customers.

Eligibility, limits, activity restrictions, permitted supplies and rates require current legal checks. Low turnover alone does not establish eligibility, and a smaller headline tax percentage does not prove a smaller total business cost.

    Read the applicable composition provisions and notifications for turnover, activities and supplies. Consider relevant registrations under the same PAN. Do not choose a scheme solely from a turnover figure.

  2. Understand customer consequences

    A regular tax invoice can support a registered buyer’s credit claim when conditions hold. A composition bill of supply does not separately collect GST and does not have the same credit treatment.

  3. Compare total economics

    Model sales liability, purchase costs and eligible credits using the actual rates. Comparing headline percentages without purchase credits can misstate which arrangement suits the business.

  4. Compare ongoing records and returns

    Both arrangements need reliable sales and purchase books. Composition has its prescribed payment and return requirements. Fewer forms does not remove the need for transaction evidence.

  5. Set the correct billing treatment

    Use a tax invoice for taxable regular supplies where applicable. Use a bill of supply and required declarations under composition. Do not separately collect GST just because software can calculate it.

  6. Monitor eligibility and transitions

    Track turnover and changes in activity. If conditions cease to apply or you withdraw, establish the prescribed process and effective date. Check transition and stock-credit implications before changing billing settings.
