An unregistered shop still benefits from a clear numbered bill and trustworthy sales records. Record the seller, customer where useful, date, items, quantities, prices and payment. Do not collect a separate amount described as GST when the seller is not registered.
This guide assumes the business is correctly operating without registration. It does not excuse a shop from applying when liability arises. Monitor turnover and transaction changes and check the registration decision separately.

Work through the steps
Confirm the registration position
Use the actual unregistered status and check whether a registration trigger has arisen. A pending application and an approved GSTIN are different. Get the transition treatment checked when registration becomes relevant.
Set a clear ordinary bill format
Include seller details, date and a traceable bill number. Do not title it a registered GST tax invoice or show a fictitious GSTIN. Keep the format readable for the customer.
Enter items consistently
Use the actual quantity and unit, with the agreed sale price. Keep product variants separate where they have different identifiers or rates. This improves stock records even without GST registration.
Apply ordinary discounts correctly
Show the agreed discount and net amount in a way the buyer can understand. Do not add a separate GST collection merely because the shop’s supplier charged tax on a purchase.
Record confirmed payments
Choose the actual payment mode and amount received. Link any partial collection to the bill and keep the remaining customer balance visible. A screenshot without bank confirmation is insufficient proof of collection.
Retain and reconcile daily records
Keep issued bills, returns, cash and digital collections connected. Review sales and closing cash regularly. Maintain the records needed to monitor turnover and future registration obligations.

The record is useful without a GST collection line. An unpaid balance is not another sale when it is later collected.
