How to file nil GSTR-1 and GSTR-3B when eligible

Check nil-return eligibility separately for each form, then preview, sign and retain the filing acknowledgement.

The quick answer

No sales does not automatically mean a nil GST return. GSTR-1 and GSTR-3B have different scopes. Purchases, credit claims or reversals, reverse-charge transactions, interest, late fees and other reportable items can make a nil GSTR-3B inappropriate even when the shop had no sales.

Check the actual period and the portal’s eligibility conditions. Applicable taxpayers may still need to file during a quiet period. This guide concerns nil returns, not a shortcut for clearing valid transaction data.

Work through the steps

  1. Review the whole period

    Check the sales register, purchases, credit notes, exempt supplies and other records. A closed counter or zero bank collections cannot prove there were no reportable transactions.

  2. Check GSTR-1 eligibility

    Review whether any outward-supply details or adjustments need reporting. Use the portal’s nil workflow only when its conditions apply. Do not delete genuine invoice data to make the return appear empty.

  3. Check GSTR-3B independently

    Consider inward supplies, reverse charge, credit claims or reversals, interest and late fees. Examine auto-populated data and outstanding liabilities. Nil eligibility is not established by a nil GSTR-1 alone.

  4. Open the correct return period

    Use Services → Returns → Returns Dashboard, select the year and period and open the applicable form. Check pending prior-period requirements and the nil option currently offered by the portal.

  5. Preview before signing

    Review the draft and declarations. If the nil option is unavailable or the data shows reportable items, resolve the reason and use the correct return workflow. Do not override genuine liabilities to zero.

  6. File and retain the final record

    Use the authorised DSC or EVC process where applicable. Confirm Filed status for each return and save the final return and acknowledgement. A draft PDF or a saved questionnaire is not a filed return.

Zero sales and nil eligibility are different

Assess both forms from their own conditions. A quiet sales month can still require a populated return.

  • Selecting nil because it is faster rather than because the conditions hold.
  • Keeping only a draft preview as filing evidence.

Can the portal disable nil filing?
